1.         Tri County Soccer Classic will follow rules set by the latest version of FIFA
unless noted otherwise below.
2.         Team rosters will be as submitted prior to the tournament. Roster changes
shall be submitted to tournament officials before the first game. If an unlisted player
on the submitted roster participates in a game, the team will forfeit all games in
which the player played.
3.         Players are allowed to play on only one team during the tournament. The
player’s grade will determine the correct team. The other team will forfeit the games
the player played in. If the player played on two teams in the same division then both
teams will forfeit the games the player played in.
4.         All players must be at or below the grade division entered to be eligible to play
in the division. Players meeting the grade must also not be older then the age limits.
5.         All teams shall check in prior to their first game. Each coach shall be                 
responsible for the correct age and grade verification of the players on their team
roster. Each team will be required to show copies of both birth certificates and
verification of grade level at check-in. If challenged, the coach must submit the
player's grade verification and birth certificate to the tournament official. A team using
an ineligible player will forfeit all games in which that player was used.
6.         Age limits for each division are as follows:
Grade 1: Born on or after 8/1/02
Grade 2: Born on or after 8/1/01
Grade 3: Born on or after 8/1/00
Grade 4: Born on or after 8/1/99
Grade 5: Born on or after 8/1/98
Grade 6: Born on or after 8/1/97
Grade 7: Born on or after 8/1/96
Grade 8: Born on or after 8/1/95
High School: Born on or after 8/1/91
7.         Coaches listed on the official roster/entry form submitted on Saturday morning
of the tournament are only allowed to coach and be present on the sideline with the
team unless an exception is given by tournament officials.
8.         Maximum number of select/club players per team: 1st thru 4th grade, < or = 2;
5th thru 8th grade < or = 3. (Player must also have played in recreational league)
9.         Grades 1 & 2 will play 8 vs 8, two 20 minute halves, max roster of 14 and shall
use a #4 ball. Grades 3rd and 4th  will play 11 vs. 11, two 25 minute halves, max
roster of 18 and use a #4 ball. 5th and 6th grade will play 11 vs. 11, two 30 minute
halves, max. roster of 18 and use a #4 ball.  7th and 8th grade will play 11 vs. 11, two
30 minute halves, max. roster of 18 and use a #5 ball.  High School girls will play 11
vs. 11, two 30 minute halves, max. roster of 18 and use a #5 ball.  Home Team (team
listed first on the schedule) shall provide a Game Ball.
10.         If team uniforms have similar color, then the Away team will be required to
change their uniform color or wear a different color practice vest.
11.         The halftime period will be 5 minutes.
12.         Due to dangerous weather conditions or other extenuating circumstances,
the Tournament Committee or Referee may shorten the game length. A game shall
be considered final if a complete half has been played at the time of the shortening.
13.         Prior to the start of the game, the referee will inspect the player’s equipment.
Players shall meet the following requirements before being allowed to play:
a. All players shall wear shin guards. The shin guard shall be covered                         
completely by the player’s sock.
b. No jewelry allowed.
c. No metal cleats allowed. All rubber cleats shall be soccer cleats. (Soccer cleats do
not have the single cleat at the top end of the shoe. Baseball cleats are not allowed)
d. Chewing gum is not allowed.
e. Only soft casts are permitted. (Cast to be verified by Head Referee)
f. Hair accessories that pose a danger for the player or others on the field shall be
removed.  (Hats or visors can be worn by a field player for medical reasons or by a
Goalie looking into direct sunlight as long as the hat does not pose a danger for
other players on the field.)
14.         A minimum of 7 players (5 players for grades 1 – 2) are required to start a
game. A team shall forfeit the game if the minimum number of players cannot be
fielded within 10 minutes of the scheduled start time. The winning team on a forfeit
will receive 9 points with a score of 3-0. In 4 & 5 team divisions (see item 26a below)
were all the teams play each other, if one team receives 9 pts for a forfeit, then all
teams that play the forfeiting team will also automatically receive 9 pts when they play
the forfeiting team.
15.         Teams are allowed to substitute:
a) After a goal has been scored
b) At the beginning of the second half of play or second half of overtime.
c) At the time of an injury, (if a player is injured and the game is stopped due to the
injury, the injured player (field player or goalie) must be removed from the game until
the next possible substitution.) The opposing team may also substitute (1) player on
an injury.
d) On a throw-in if the team has possession or if the team which has possession is
substituting.
e) At all Goal Kicks.
f) An unlimited number of players. The referee must be notified if the goalkeeper is
substituted.
g) A player on the field may replace a goalkeeper during a penalty kick at the time of
the penalty. The goalkeeper can then only be replaced during the next possible
substitution.
h) No substitutions on corner kicks
16.   Offside will not be called in the Grade 1-2 division. Referees will have the ability,
within the spirit of the game to correct flagrant “Cherry Picking” and may advise the
coach to correct the situation. All kicks will be indirect. Misconduct cards will be
applied as warranted.
17.         Goalkeeper will be allowed 6 seconds to punt or throw the ball. Goalkeepers
may not handle the ball on a throw-in from their own team, or a ball intentionally
kicked by a player of the same team. An indirect kick at the spot of the foul will be
awarded.
18.         Offensive, insulting or abusive language, serious foul play, violent conduct, a
take down on a obvious goal scoring opportunity, or other conduct which the referee
determines severe, will result in a  red card. A player receiving a red card will be
ejected and cannot be replaced. An ejected player, coach, or fan shall not participate
in the next scheduled game for the team. The team receiving the red card will only
have to play short handed during the game the card was given. A player receiving a
second yellow card (soft red) will be ejected from the current game and may be
replaced by another player on the team. The player receiving the second yellow (soft
red) is allowed to play in the next scheduled game for their team.
19.        At the end of each game, it will be the coaches’ responsibility to sign the
referee card and verify the score of the game.  Each coach must sign the card and
this will be the score used in the standings.  Once this card is signed and turned into
the directors there will not be any changes allowed to the score.  
20.         Foul language, harassment or acts of aggression by coaches, players, or
spectators is prohibited and will not be tolerated. Coaches, players, spectators may
be removed from the park and games terminated.
21.   Alcoholic beverages are not allowed on Soccer Park Fields.
22.   The Tournament Committee is not responsible for expenses incurred by a
registered team if the tournament is cancelled in part or whole. Once a team is
accepted and later withdraws, their entry fee is forfeited.
23.   The Tri County Soccer Classic tournament committee and directors, City of
Pacific, Sponsors, or any individuals representing these organizations are not
responsible for damage to personal property.
24.   Upon entry of team into tournament all coaches, players, parents, or others
representing the team agree to hold harmless any person connected with the Tri
County Soccer Classic, City of Pacific, or sponsors in any way as to injury to a player.
25.   There will be no protests allowed, except to question player eligibility. The
tournament committee’s interpretation of the foregoing rules and regulations shall
be final. Tournament director and/or committee will make final the decision on all
appeals and other matters regarding conduct.
26.   Scoring:
a) A point system will be used to determine the rank of the team in each age
group.           
WIN: 6 points
TIE: 3 points        
GOAL SCORED:
(1 point for each goal scored up to 3 points maximum per game).
27.   Tie Breakers:
a) Head to Head
b) Least goals allowed
c) Goal differential, to a maximum of four goals per game (positive or negative)
d) Shut-outs
e) Goals scored (maximum of four per game)
f) Penalty Kicks
28.  Tie Breakers in Championship Games:
a) Two five minute periods of sudden death overtime (golden goal);
b) If still tied, best of five penalty kicks by five players from each team;
Team winning coin toss shall have option of ball or end of field and if to kick first or
second with penalty kicks.
c) If still tied, alternate penalty kicks by the balance of each team until a decision is
reached.

ONLY PLAYERS ON THE FIELD AT THE END OF OVERTIME WILL BE ELIGIBLE TO
TAKE PENALTY KICKS.
